Virtual Public Participation with City of Fillmore Council

The City of Fillmore is committed to ensuring public access to and participation in all City Council meetings in accordance with the Ralph M. Brown Act, Senate Bill 707, and other applicable California laws. The City Council meeting will be available online and broadcasted on Channel 10 and via the City's website members of the public may participate in person or virtually via the City's website or Zoom Webinar platform.

Public participation is encouraged at all meetings. If you wish to address the legislative body regarding a mater on the agenda, you will have an opportunity to speak following the staff report and prior to the vote. Comments regarding matters not listed on the agenda will be heard during the "Public Comments" portion of the meeting. To attend a public meeting, members of the public may participate in person or virtually by visiting the City's website at City of Fillmore Agendas, Minutes & Video Page or the Zoom Webinar platform. Please register for the meeting and select the “Join by Browser” option to participate virtually.

Important Registration Notice: Before registering for or joining the Zoom Webinar, members of the public are responsible for confirming that they have selected the correct meeting date from the webinar registration options. Registration for a different meeting date may prevent participation in the intended meeting.

Technology Requirements and Support: Members of the public participating remotely are responsible for ensuring, before the meeting begins, that their internet connection, device, browser or Zoom application, audio, microphone, and any other technology needed to participate are functioning properly. The City does not provide technical support for individual devices, internet connections, Zoom access, or other participant technology before or during the meeting.

To participate in our public process for City Council meetings, please review the guidelines below:

  1. Members of the public may observe meetings live by visiting the City's website and selecting the link for the applicable meeting date. Meetings may also be broadcast on Channel 10, when available. Archived recordings are generally posted on the City's website by the next business day following the meeting.
  2. Individuals wishing to participate remotely via Zoom must register using the Zoom registration link provided on the meeting agenda or on the City's website. Only registered participants will be permitted to provide public comment during the meeting. Registered participants are responsible for joining the meeting on time and ensuring their audio and internet connections are functioning properly prior to the start of the meeting. Participants may be placed in a virtual waiting room until admitted by the host.
  3. Remote participants wishing to provide public comment will be recognized by the Mayor, Chair, or other presiding officer during the applicable public comment period. Participants must have registered before the meeting started via Zoom to indicate their desire to speak. Public comments are generally limited to three (3) minutes per speaker unless otherwise directed by the presiding officer in accordance with applicable policies and procedures.
  4. Live technical support will not be available before or during the meeting. City staff will be focused on facilitating and managing meeting operations. Members of the public are responsible for ensuring that their own technology is functioning properly, including internet access, device compatibility, audio, microphone, and Zoom or browser access. The City does not provide technical support for individual devices, internet connections, Zoom access, or other participant technology. Participants experiencing technical difficulties may attempt to reconnect using the registration link provided.
  5. Public comments and testimony provided during the meeting, whether in person or remotely, become part of the public record and may be subject to public inspection and copying in accordance with applicable law.
  6. The City Manager's Office is responsible for administering remote participation procedures in accordance with applicable policies and procedures.

Agenda/Packet: The Agenda/Packet is available for review at Fillmore City Hall and online at www.fillmoreca.com/cityhall/agendas 72 hours before the scheduled meeting (but generally available the Thursday prior to the scheduled Tuesday meeting). Materials related to an item on this agenda submitted to the City Council/Successor Agency after distribution of the agenda packet are available for public inspection at the City Clerk's Office during regular business hours and on the City's website subject to staff's ability post the documents before the meeting.

Americans with Disabilities Act: In compliance with the ADA, if you need special assistance to participate in this meeting or other services in conjunction with this meeting, please contact the City Clerk's Office at (805) 524-3701. Challenging City Council/Successor Agency Decisions: Any legal action by an applicant seeking to obtain a judicial review of the City Council/Successor Agency's decision on a hearing or issue listed on this Agenda may be subject to the 90-day filing period of, and governed by, Code of Civil Procedure § 1094.6. Additionally, if you challenge the actions of the City Council/Successor Agency in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in the public notice, or in written correspondence delivered to the City Council/Successor Agency at, or prior to, the public hearing pursuant to California Government Code § 65009.

Consent Calendar: Items listed on the Consent Calendar are considered to be routine in nature, not discussed individually, and are normally approved by one motion. If a Councilmember or member of the public wishes to comment on a particular item, that item shall be removed for separate action.

No New Business will be considered by the City Council/Successor Agency after 11:30 p.m. unless a majority of the legislative body determines to continue.

Public Input: Pursuant to the Ralph M. Brown Act and applicable California law, Including Senate Bill 707 (SB707), the City Council may conduct meetings in person, remotely, or in a hybrid format. The city will provide public access to observe and participate in meetings electronically when remote participation is utilized. Members of the public wishing to provide comments may do so in person or electronically in accordance with the City Manager's eComment Policy and the meeting participation instructions provided on the agenda. If you wish to address the City Council/Successor Agency regarding an item listed on this agenda, please complete and submit an Audience Participation Form to the City Clerk prior to consideration of that agenda item. Public Comments is the time for presentations/comments not on this agenda but within the subject-matter jurisdiction of the City Council/Successor Agency. Please complete and submit an Audience Participation Form to the City Clerk prior to the beginning of Public Comments. Pursuant to California Government Code/Brown Act, the City Council/Successor Agency ordinarily cannot take action on any item that is not listed on the agenda. As a result, matters identified during Public Comment will be referred to staff for follow-up or considered on a future agenda. In accordance with Resolution No. 09-3175, speakers are provided three (3) minutes for items listed on the agenda and no more than three (3) minutes to speak during Public Comments. Please stay within the time allotment indicated by the Mayor.
